What kind of files am I to put into my CGI bin? - index of cgi xxx

I'm trying to learn web design, but I am very confused about the charging. I have a hosting company and my files, but I'm not sure that the file is INDEX_FILE. The file folder full of index pages and pictuers, add pictures on the shelf or in the CGI CGI-bin for something else?

Do not confuse any advice would be very grateful.
